Pain goes away before strength comes back — and most people stop rehab at the point the pain stops. The muscle usually isn't damaged; your nervous system turned it down to protect you while you were hurt, and nothing ever turned it back up. That's why the same injury keeps happening: you returned to full activity with a muscle that's still only partly switched on.
