Reaching overhead is a handoff, not a single movement — the shoulder blade has to rotate underneath the arm so the arm has somewhere to go. When it doesn't, the shoulder is asked to reach through a range it no longer has, and that's where the pain shows up. It's the reason shoulder pain is usually loudest overhead and quiet at rest. The shoulder isn't the problem; the platform it's mounted on is.
